Impaired workers are a danger to themselves and others. Nearly all statistical data suggest that workers with substance abuse problems have higher rates of absenteeism, are more prone to job site accidents, and are not as productive. While substance abuse is a serious issue, CIB/AGC considers it correctable and interacts with many of the basic craft unions to implement substance abuse testing programs.
CIB has retained Construction Data Services as a third party administrator to provide substance abuse testing for most of the basic crafts. Documents follow for those trades with substance abuse testing programs.
Effective January 1, 2008, Public Act 95-0635 — known as the Substance Abuse Prevention on Public Works — became law.
